[Bug 32204] Desktop theme changes when keyboard layouts are modified

I too experience this problem.
The following was what I did:
1) Added the "U.S. English Alternative International" keyboard layout,
checked the checkbox to make it the default.
2) Moved the newly added layout upwards using the "Up" button.
After this the theme changes and I get a few error messages.
