[Bug 31786] Start-up too long, with no indication of progress

Description:
Starting the Device Manager from the menu opens a new (blank) window,
and then seemingly pauses for 30-40 seconds.  I suspect the app is
querying the system to determine the state of various devices, but there
is no indication to the user that anything is going on and it looks like
the app is hung up.

Is it possible to at least get some indication to the user that the
right stuff is happening - e.g., display a progress bar or a busy cursor
or something?
