I tried this again with a fresh user on a reasonably unmodified breezy installation, and it just works. (Same for dapper). Did you try this with a fresh user profile?

Lowering severity since it does not seem to affect everybody. 

Can you please do the following:

  strace -f -e execve gnome-cups-manager

and paste the output here? As soon as you select 'become Administrator' the program will bail out since strace can't trace the setuid program any more, but the output should contain the call to gksudo.
