[Bug 29178] password dialog doesn't have focus

I've experimented a bit further. I can reliably reproduce this problem like this:
1. start screen in X to save environment
2. lock screen
3. switch to vt1 and reattach screen
4. gnome-screesaver --poke
5. no password dialog screen gets drawn, moving mouse does not help. i assume it pops up in the background.
