[Bug 31164] panel doesnt reapear after suspend

Description:
the bug appeared in ubuntu daily 10.02.2006 on a compaq presario 700 (amd athlon).
 when i added something to the panel and did  logout->suspend  it worked well besides the fact that when i tried to log in again i got the report that the panel was already running and as the gnome splashscreen disappeared i saw no panel at all.
 i was able to reproduce it every time i added something  
and did suspend afterwards.
