Thank you for your bug. What version of Ubuntu do you use? What server
do you use? Are mails stored to INBOX or to some other folder?
http://bugzilla.gnome.org/show_bug.cgi?id=309945 upstream indicates that
filter apply only to the INBOX mailbox on IMAP
