After step 3 I get:

daniel at bert:~/foobar$ gnome-doc-prepare --new-document manual
You should add the contents of '/usr/share/aclocal/gnome-doc-utils.m4' to 'aclocal.m4'.
daniel at bert:~/foobar$

Not sure if this is the problem or a red herring.
