[Bug 74475] not decoding URI with Unicode letters

insted of
file:///home/sergous/Библиотека/Lukjyanenko_Osennie_vizity.html.

Is this the reason why don't works drug'n'drop file to firefox?

Is it bug of all Ubuntu applications (UTF-8 code insted of letter) or
only some of them?
