[Bug 74232] make panels switch places

Public bug reported:

Binary package hint: gnome-panel

it would be much better if two of the gnome panels would detect whether
they are put _together_ at the top or at the bottom and switch places.
the point is that, when put together, the panel with launched programs
list should be closer to userspace while the one with menu & all of
those various icons should be on the side that ajoins the corner of the
screen. so, while both panels are on the top side, their order should be
reversed.
