[Bug 57038] "can't open jpg files..."

Public bug reported:

I can't open jpg files; i got this message (transated by myself from
spanish):

"Cannot open blablabla.jpg

The file name «blablabla.jpg» indicates that file is «jpg document».
File content indicates that is «JPEG Image». If you open the file, it
can represent a system security risk."

I've found in the web this problem with other file types, by example
wmv-asf; samba folders, instalation files, etc...

As someone told: "is the most anti-userfriendly that I've seen in my
life. In Linux never a file was identified by its name-extension, but by
means of 'file'."

Some user suggested to fix it with "cat /etc/mime.types"...
