Public bug reported:

Binary package hint: gdm

I am missing the "SecureSystemMenu" option in gdm.conf. There is no
possibility to have a secure (just for privileges users) shutdown/reboot
via the gdm menu.

The option seems to be removed in 2.13.0.4-0ubuntu1.

Quote from changelog.Debian:

My currently installed version is: 2.14.10-0ubuntu1.

** Affects: gdm (Ubuntu)
     Importance: Untriaged
         Status: Unconfirmed
