It looks like the security repository for universe isn't enabled as there exists a new version of gimp-svg depending on the gimp version from security. -- gimp-svg: Depends: gimp (= 2.2.11-1ubuntu3) but 2.2.11-1ubuntu3.1 is installed https://launchpad.net/bugs/56393
