[Bug 55932] Can't edit the time in clock-applet

Public bug reported:

1. Right-click on the clock applet
2. Choose "Adjust Date & Time"
3. Attempt to change the time

The time in the three input fields (hour, minute, second) continues to
update every second, overwriting attempts to change it, making it
impossible to set the time.
