[Bug 55908] deskbar-applet window pops up behind the active window

Binary package hint: deskbar-applet

The search window of deskbar-applet pops up behind the active window,
but in front of other windows, when it is accessed using the hotkey
(default Alt-F3).

It should appear above all window with the search box selected, so that
the user can simply press Alt-F3 and then start typing their search
without using the mouse.
