This is the way it's been since Dapper - suspend/hibernate are disabled
by default.

To enable:
System -> Config Editor -> Apps -> Gnome-Power-Manager :can_hibernate/can_suspend

Alternatively:
System -> Prefs -> Power Manager
First time suspend/hibernate is selected for an action, user is asked if they want to enable suspend.
