[Bug 22121] gnome-screensaver does not provide a xscreensaver-command replacement

i agree i was going to post this myself as a bug/missed feature. since
we aren't going to use xscreensaver anymore we should have functionality
in gnome screensaver that would allow it to detect when a xscreensaver
application wants the screensaver not to be disabled (e.g. gmplayer).
