There is a working patch for pilot-link 0.11.8 that fixes the problem. I
tried it myself with windows-1251 encoding and was able to sync Palm
with Evolution without problems: all russian characters are reencoded to
utf8 and displayed correctly.

I'll submit a request with pilot-link product to include this patch in
Ubuntu version of pilot-link.
