[Bug 55077] use side mouse buttons for navigation

Public bug reported:

epiphany should use side mouse buttons for navigating forward/ back like firefox does.
to do so you need to set:

mousewheel.horizscrool.withnokey.action 2
mousewheel.horizscrool.withnokey.sysnumlines false

this are the firefox defaults.
