[Bug 54869] edgy+1 needed as a release target for spec drafting

Public bug reported:

spec drafting is still going on but, spec drafting is done for edgy, so
all the new work needs to target edgy +1. Please add edgy +1 Ubuntu 7.04
to the list of spec targets.
