The problem isn't with deskbar applet or even with SOAPpy, it is with
fpconst.py which in ubuntu is bundled as part of SOAPpy.  The version of
SOAPpy with (dapper at least) is quite old (~2004), and so is the
version of fpconst.  The updated version 0.72 of fpconst.py fixes the
problem.  Simplest fix would be to update the version of SOAPpy and
fpconst debs to something more current.
