[Bug 39269] Download progress bar misaligned on (de)select using default Human theme

Description:
While downloading a file and tracking its progress in the downloads
dialog, the progress bar is not always drawn correctly when selecting
and deselecting the download. Especially when downloading multiple files
this bug becomes apparent.

To reproduce:
- Download multiple larger files (for instance some kernel source tarballs) and open the downloads dialog.
- Wait until at least one of the files is at 10% complete.
- Now click on each of the downloads, selecting a different one each time, while doing this, observe how the progress bar drawing seems to shift horizontally.

I will attach a screenshot showing the problem with one file being
downloaded. By clicking on the download itself and alternating between
the empty space to deselect it, I was able to document the behaviour.

This bug is cosmetical, but it just feels wrong to have the progress bar
shift forwards and backwards, especially when downloading multiple
files. I sometimes use the "Cancel" or "Resume" options on my downloads
and almost everytime I use them, the progress bar shifts.
