correct, it does.  This is something that we in upstream gaim debate fairly frequently.  Saving possition is, or at least should be, the responsibility of the window manager and/or session manager, not of each application.  For this reason, we have been very tempted to remove the possition saving for the buddy list entirely.

Still, not saving possition for chats and conversations would not be a bug, but at best a feature request, as gaim, by design, makes no attempt to do so.
