[Bug 39412] [patch] Add serial printer support to libgnomecupsui

Hi!

I made a patch against gnome-cups-manager-0.31 that adds support for serial printers. Without this patch, it was impossible to configure a serial connection for a printer. 

I added logic to detect when a serial://-uri is selected and to provide comboboxes for the various serial settings in that case. Before, serial://-uris were mistaken to be ipp:// type uris,
messing up my /etc/cups/printers.conf when I wasn't careful.
