[Bug 39935] deskbar is unusable upon loading

Description:
The screenshot I will attach shortly shows the place where the deskbar
should be.

When gnome loads the deskbar python process is running but only that
faint gray rectangle is visible. I normally kill the process and reload
the deskbar through the dialog that comes up when the applet dies. After
that the deskbar runs fine.
