[Bug 39695] shutdown applet setup instructions are wrong.

Description:
Inside the Gnome desktop user guide in the 'working with panels' ->
'buttons' dialogue it tells you to add the applet by pressing Add to
Panel → Actions → Log Out. However there isn't an actions category in
that dialogue and no item called log out. It's under Utilities → Shut
Down... instead.
