I could confirm this bug>
I am using Dapper on my HP nc6120 laptop.
I could open the recorder and when I press the record button, the timer at the bottom start to count but the slider up there did not move at all. I tried some adjustion  to the mixer refering to a thread in the dapper development forum but no help.
BTW I could hear myself from the speaker of my laptop while speaking with microphone.
