[Bug 39421] "Collapse all threads" doesn't work

Description:
1. Get a folder with lots of mail (like a mailing list)
2. Select View -> Group by threads
3. Select View -> Expand all threads (all threads are expanded)
4. Select View -> Collapse all threads

Step 4 doesn't work properly: only a few threads get collapsed.
