Public bug reported:

Affects: ubuntu-artwork (Ubuntu)
       Severity: Normal
       Priority: (none set)
         Status: Unconfirmed

Description:
I don't know if this is the correct package where this should go, so sorry if this is not the right package. In Dapper the end-user experience seems to be the highest priority so I felt few things could definitely be improved upon.
a) GRUB menu should have a spalsh screen.
b) The startup and shutdown default spash screens look a little bland and a little intimidating to an average end-user with all the Messages scrolling up on the screen, ideally these should be replaced by splash screens which have a background (brown?) and the messages should only be on the bottom portion of the screen (perhaps just one line at the very bottom, which displays the current boot process).

I think the first experience is long lasting and a non tech-savvy user
would rather have the best user experience out of the box instead of
having to tweak things by himself, just my 2 cents.
