[Bug 39092] Draggable/non-draggable areas are indistinguishable in background windows

Description:
With the Human theme, when a window is in the background, the title bar
and the rest of the window appear to be the same object.

This would be fantastic if it was true, because it would greatly
increase the target area for dragging a window. Unfortunately it's not
true, and there's no indication of where the draggable title bar ends
and the non-draggable rest of the window begins.
