Thanks for your bug. This upload fixes the issue:

 desktop-file-utils (0.10-1ubuntu10) dapper; urgency=low
 .
   * debian/desktop-menu-tool.1, debian/control.in, debian/rules:
     - don't install desktop-menu-tool manpage nor describe it,
       the new version stopped shipping that deprecated binary (Ubuntu: #38855)
