UTF-8 will unify the world!

I think I'd consider this NOTABUG because as far as I know there is no way to determine the correct encoding (it's hard to know for sure when working with an undocumented protocol).

I DO plan to change the error message, though.  It should suggest that the Gaim user make sure the default encoding for this ICQ account is set to something reasonable, and probably shouldn't say anything about a buggy client.
