[Bug 38357] hardcoded location for modules config file

Description:
nearly all packages providing some modules to load provide a way to
overwrite the way, which modules are available or loaded. we do use this
for i.e. our i386 libs on ia64 and amd64. i.e. gtk uses
GDK_PIXBUF_MODULE_FILE GTK_IM_MODULE_FILE

pango does not provide something like this, but hardcodes the location
of the modules file.
