[Bug 38201] Wrong encoding of ID3 tags

Description:
Ripping a CD with non ascii characters in titles sound-juicer writes UTF-8 into the ID3 V1 tags. Then, on players the titles are displayed wrong, rhythmbox displays the titles wrong and also easy tag. But even I correct this with easy tag, rhytmbox displays still wrong.
Ripping the same CD as Ogg Vorbis, there is no such problem.
