[Bug 38114] Workspace not activated at system shutdown with unsaved changes

Description:
To reproduce:

1. Open gedit and type a few characters.  Leave changes unsaved.
2. Switch to another workspace.
3. Select Shutdown via the panel applet or System menu.

The system appears to freeze with the mouse unusable.  In fact a modal
(not sure if that's the right term?) dialog has come up on the gedit
workspace offering to Save Changes etc.

The keyboard can be used to switch to the workspace, allowing the mouse
to be used to make a selection in the dialog.

Other applications (gaim, ooo2-writer) switch the workspace
automatically in this situation.
