[Bug 37933] help broken in ubuntu

Description:
Due to package name change (epiphany-browser instead of epiphany), the help file is not well registered in the documentation system, you cannot access it throught an url ghelp:epiphany.
If you change the path name of a package, the help document have to be change too so epiphnay.xml must become epiphany--browser.xml.
But it doesn't resolve the problem that ubuntu needs a specific URI to link to epiphnay browser help.
