[Bug 37589] at boot usb hard drive is not always mount

Description:
at boot udev don't always see my usb hard drive. When he is sleeping
udev don't wait he wakes up and doesn't mount it and i have to mount it
after the boot. When the hard drive is not sleeping it works fine. In
breezy i never had this problem.
