Indeed, that trace *does* rule out pure hardware bouncing because only the
partition is bouncing and not the block device itself.  The first add
("/block/hdc") is the drive being detected, the subsequenct add/remove
("/block/hdc1") are the partition.

We don't necessarily have a udev bug here yet ... can you add to your debugging
a "date" at the start and end of the script -- if the scripts are run in
sequence and never more than one at a time, udev is doing the right thing.

Is the permission of the final /dev/hdc1 set correctly?
