The right place for GNOME bugs is on bugzilla.gnome.org since people writting
the code use it. There is no need to duplicate a bug here if upstream know about
it. Usually people just open a bug here though because they are not comfortable
enough to guess if that's a code or a distro bug and to reply to upstream
question. That's fine, we just forward such bugs and try to make easy for
everybody to figure what is the issue and how to fix it.
