modem applet apparently runs gksudo before you can change its state or edit the
preferences. if a user is in the dip and dialout groups he is normally allowed
to en/disable dialup lines. if you want to enable users that are not in the
admin group to use dialup, you currently need to install gnome-ppp or set up
custom launchers in the panel to enable them to establish the link, i doubt
thats the intention of modem applet. it should either not use gksudo at all or
even better, check if the user is in the right groups on startup.
