Thanks for your bug. That's a librsvg bug fixed with this upload:

 librsvg2 (2.12.0-0ubuntu2) breezy; urgency=low
 .
   * debian/patches/gdkloadersvg.patch:
     - svg icons can match "<?xml" too (Ubuntu: #15551).
