it has it:

    <magic>
      <match value="/bin/env ruby" type="string" offset="1:16"/>
      <match value="/bin/ruby" type="string" offset="1:16"/>
    </magic>
    <glob pattern="*.rb"/>

The .rb is used when listing folder file with nautilus by example, the real mime
(mimemagic) is used when opening it. Maybe that's not optimal but using the
filename is less optimal that using the content, that's why that works this way.
