OK, we are a step further. Can you please change the permissions.rules line again to

  BUS=="ide", KERNEL=="hd[a-z]*", PROGRAM="/etc/udev/scripts/removable.sh %k",
RESULT="1", MODE="0640", GROUP="plugdev"

and try again (reboot or "sudo udevstart)? If it works, I will do that change to
the official package; if not, I need the output of

  sh -x /etc/udev/scripts/removable.sh hdc1
