Joshua:  your categorisation of this problem is absolutely correct -- thanks for
the detailed detective work.  All I can say, though, is "ow". The kernel should
not be reporting that a battery is discharging if you're on wall power.  Since
the kernel tells hal "battery is discharging" then hal and gnome-applets are
pretty much correct to say "battery is discharging".

I really don't know what to say about this one.

Perhaps:

  - The kernel is broken and needs to be fixed.

  - Your ACPI only supports the concept of charging "yes" or "no" and the kernel
says "discharging" to mean "no".

and Perhaps:

  - You should look for a BIOS update.

  - We should fix this in the kernel so that the correct state is reported.

  - We should work-around this in HAL so that the incorrect reporting can be
tollerated (ie: if HAL sees that we are on wall power then force the state of
all batteries to never be 'discharging').
