When trying to reproduce this bug, DO NOT USE YOUR NORMAL USER-ACCOUNT (!!),
create a different one to test!

0. Create a new user and login with that user.

1. Use the menu-editor (smeg) and create a new menu and add at least one entry.
2. Close the menu editor, to find the newly created menu in the main menu
3. Unfold the newly created submenu, rightclick inside it, to get the context
menu, and choose "add to panel as menu"

-> Now the panel is completly unresponsive, CPU-utilisation is at 100%

4. There is no way to logout, therefore you have to ctrl-alt-backspace and
restart gdm from a textconsole. (Or reboot the machine)
5. When you login again as the user created in 0. the panel won't finish
initialization, you won't have any menues or launchers (possibly one or the
other applet manages to initialize) and CPU utilization is again at 100% ...

-> The useraccount is seriously damaged and unusable.
