My keyboard behaves like a Swiss German keyboard when the keyboard indicator is
displaying "USA" and behaves
like an USA keyboard when the keyboard indicator is displaying "Che" - it's the
wrong way around.

Another user has the same problem with his Brazillian keyboard, see bug 12903,
comment #6 . 
(Daniel Stone advised me to create a separate bug report).
