[Bug 17283] gedit saves textfile in UTF-8 when i told it to save it in ISO-8859-15.

Saved with ISO-8859-15.

This file was saved in gedit with ISO-8859-15. But when i look at it in
firefox/epiphany it is coded as UTF-8 but if i force it to ISO-8859-15 the 'ä'
is shown correct.

Same thing in Internet Explorer.
