I don't know why this is an ubuntu-artwork bug - the package has *never*
generated an icon cache for hicolor. I suspect we need to ensure the cache file
isn't generated in hicolor-icon-theme, or any of the other packages that install
icons there:

$ grep -rl gtk-update-icon-cache /var/lib/dpkg/info/
/var/lib/dpkg/info/gnome-themes.postinst -> NO EVIDENCE
/var/lib/dpkg/info/gnome-accessibility-themes.postinst -> NO EVIDENCE
/var/lib/dpkg/info/ubuntu-artwork.postinst -> NO EVIDENCE

Does the cache file exist on a clean breezy install? Can someone with hoary
check to see if any packages are generating it there?
