This upload fixes the issue:
control-center (1:2.12.1-0ubuntu1) breezy; urgency=low
.

- Make sure that the filename is valid utf8 and the file exists with utf8
encoding, or fall back to filename encoding as specified by the user
with glib's environment variables
- Set the style property "action-area-border

- Don't leak the cursor theme name
mouse:
- fix a crasher when the cursor theme has no icon (Ubuntu: #15185)
- guard against invalid values from the GtkHScale widget (Ubuntu: #16776)

- fix a typo with the StartupNotify option
other:
-if the xcursor extension can't be found just build without xcursor support
- fix keyboard layout drawing (Ubuntu: #16320)
- fix some translations issues (Unbuntu: #15644)
