This has been dropped from the UI for GNOME 2.10. I've forwarded your bug
upstream: http://bugzilla.gnome.org/show_bug.cgi?id=317801

These users don't set "Emacs" key bindings ...

gconf-editor, set /desktop/gnome/interface/gtk_key_theme to "Emacs"
