[Bug 20022] Transparent panel menu isn't so transparent

I just noticed that this problem isn't just when the panel is transparent. The
menus are a different color when your panel is set to the same as the theme. 
I tried every theme on Ubuntu's Dapper Drake devel branch and here is what I
came up with:

Human: Affected
Clearlooks: Affected
Crux: the panel is transparent and the menu background turns silver
Glider: same as above
Grand Canyon: NOT Affected
Mist: Not Affected
Ocean Drive: Not Affected minus a small underline of the menu
Simple: Not affected
Smokey Blue: Grey background for menu, clock, and weather applet when the panel
is transparent
Traditional: Not Affected

This problem has to do with the gtk theme and the way gnome-panel displays it.
Is this a bug that should be filed upstream?
